Senior Counsel

Joseph joined Dowling Law as Senior Counsel in 2024, following fifteen years working for the Office of General Counsel of New York State Department of Public Service. Joseph brings his extensive administrative law, contract and legal analysis, negotiations, and hearing experience to Dowling Law and an enthusiasm for learning a new field of law.  

When not serving the needs of Dowling Law’s clients, Joseph enjoys taking care of his two dogs, reading one hundred years old comic strips, and spending time with his family.  He is a man of few words and does not see a problem with nepotism.
